Ranked system isn’t working properly
So last month I just started the game and I was enjoying it. I ended up ranking 10 and playing against survivors and killers around that rank. I got the reset for this month and it put me at I believe 13 maybe 12. However, this month I have been going against scattered levels of survivors. They vary from rank 1 to rank 16, and frankly it’s ridiculous. I have a picture of myself playing a game against 3 rank 1 survivors and a survivor ranked 4. And I’m still at 11. This has been happening for since the reset and I’ve ran into the issue far too many times for it to be a fluke. I don’t know if anything was changed recently, but it definitely feels like it

They overhauled the matchmaking system to no longer be reflected by rank. You are being matched with people according to skill level, not based on rank. This is not a bug.

Any idea when they started that, or how I can check my skill level?

It happened literally yesterday, so things are a bit chaotic right now. It will take time for it to stabilize. There is currently no way to check your skill level, we're going to be getting more information soon about how the system works. They wanted to get the fixes out for the matchmaking system out quickly, so new UI and the ranking system changes aren't done yet. Be patient, this will likely take at least a week or more to stabilize a bit. Play at least 10 games, that should get your ranking closer to correct at least, and if you're not having fun come back in a week or two. Hopefully things will be better then!

That's working as intended.
From what I understand, it will take a few matches for the system to "settle" and then you should be good.
