Lost Billy's chainsaw charge when stunned

Ever since the Billy rework I haven't played him much but now when the overheat mechanic isn't completely broken and his charge addons are back to normal I jumped into a game. I just noticed when you are stunned you loose all of your chainsaw charge. Before the rework you kept your charge and could recharge your chainsaw to break a pallet when you were stunned and had Enduring. Is this supposed to be like this now? What are your thoughts on this?
