Because it's considered toxic behavior and the devs have already stated they want to remove the ability to do that to hooked people as well since it's not respectful.
Now whether that idea has CHANGED is an unknown thing to me.

Because hitting them and not injuring them serves ZERO purpose other than a salty killer feeling empowered by a situation they're already winning in.
The ONLY exception is the one hit on hook to stop the screaming. Everything else is just a killer letting out their issues because they finally have an upper hand.

nope, when survs dribbling around try to unhook a surv and you fail the hit smacking the hooked surv then u spend valuable seconds in the weapon cleaning animation, and was a success of the survs that unhooked the hooked surv
