Who is the man in the archives?
If the new killer is the alchemist who is the person taking care of the archives?

That would be The Observer.
It's entirely possible that he could be Benedict Baker, Vigo, or someone else entirely. That is all we currently know about him.

Vigo is lost in the fog, I want to know more about him.

Observer can't be Vigo tho, in a lore entry he talks about Vigo and wonders how he came to understand the fog

Benedict was an investigator looking into missing persons cases who accidentally got pulled into the entity. He used to write a lot of the lore entries, they were canonically part of his journal, but he hasn't been used in a long time.
The Observer is from a magically enlightened world, and was part of an organization researching beings like the entity. He has a tool from his world that allows him to manipulate the entity and view the memories of others within it. He is still trapped within it, but has his own pocket that he controls which is the Archive.
Vigo is a mystery, but it's known that he learned to manipulate the entity, devised the original blight formula, and found a way to escape for good, possibly using the blight serum. It's also theorized that he created the hatch, and possibly the generators and gate. He has/had a tool similar to the Observer's, how he got it is unknown.
The Alchemist was pulled into the entity from an opium den, he found Vigo's old laboratory and notes and attempted to follow in his footsteps, experimenting on killers and survivors to perfect the formula. But he became addicted to the serum and surrendered to the entity. Now he has devolved into the Blight, and presumably he runs wild harvesting blight from survivors to feed his addiction.

I thought the Blight was also searching for Vigo as well?
And that Vigos escape from the Entity was unconfirmed?

The escape was unconfirmed until today. One of the Blight's addons is Vigo's Journal, and its description states that Vigo escaped.

It only states that he escaped from the void, not from the Entity itself. Talbot made the mental leap from the void to escaping the entity, but he is an unreliable narrator at best.

Is the Blight the person in the cut scenes of the hallowed blight event? The one experimenting on killers with the formula and at the end he says "The entity has found me".

Yes. He was called the alchemist at this point, and he was also in the first tome. The first tome shows more of how he became the blight.
Ah right, I assumed void was being used as a simile for entity, but actually it would have been referring to the part of the entity where it discards the people that have been drained of all use, which is actually called the void. That's where we saw Talbot entering in the first tome, meaning Talbot has also escaped the void, or rather has been let out of the void.
Also I did notice that the addon actually just says "claimed" to have escaped the void, so I guess even that's unconfirmed.
