So, if noed (is hex, can be cleansed before being active) is op, then
Michael Myers, killer whose entire power is noed should be one of most broken killers, right? Not only he makes all survivors exposed for a long time, but he also has a longer lunge and faster vaulting speed. Moreover, he can enter this state multiple times in the game and little survivors could do about that. The Shape should be stronger than spirit and nurse, but he isnt' somehow, but noed is.

NOED is more annoying and Bad in combination with some powers than anything else.

Terrible comparison. Myers is balanced around the fact that he has his Tier 3 power. NOED is just an added insta down effect during end game, no matter the killer and their power.
You can't look at an effect of a single perk and then compare it to a killers power. Those are two very different things.

I think the biggest thing with noed is the surprise factor. With Myers you know Whats going to happen when he hits tier 3. With noed its surprise, your dead.

Literally no one, n o o n e, has ever said NOED is OP. It's boring and poorly designed.
You made up your entire argument and somehow mixed it up with how Myers is STILL an M1 killer (hence why he can be looped easily) with no mobility who -oh surprise- underperforms greatly at high ranks.

NOED is just an annoying perk that's all.
Because in terms of tier, it's a low one.
If you did bad throughout your game, you'll get 1 or 2 kills if your are really lucky and they are a decent team.
Your final score won't turn to ruthless/merciless just for getting 1 or 2 late game kills.
Also, NOED is completely RNG. Can be taken out in a second or not.
NOED is sooo inconsistent, that's why I never run it. It's a bad perk.
Maybe with the new "Hex: Undying", you could get consistent NOED end game builds, but until that, I barely run it.

You have to work to get the Exposed status with Myers. Not so with NOED. Also, I would argue the running speed increase of NOED is more impactful than the lunge+vault speed increase.

Myers is a m1 killer though. Noed on any other killer is an Instadown PLUS their power. So you can blink, slow down, sneak up and phase to survivors with an instadown.

NoEd is only bad because Bad Survivors couldn’t outplay the Killer and waste enough of their time to do gens and 5 totems.
NoEd is nothing to worry about when it comes to competent players. It has a super easy counter made easier with two perks and a map.
If the Killer who used NoEd was truly bad, you’d think the Survivors would have no problem surviving and cleansing.

NOED is balanced....
It maybe be "boring" but it's not OP
5 totems are put on the map... cleanse all 5 then no NOED... can't find one then NOED activates
Same can be said for DH 1-2 stacks are nothing but 3-5 are gamechanging... but it's a lit totem
5 stacks of HL is OP if you're not looking out for skillchecks
4 stacks of The Third Seal is OP if you're solo
TOTH is balanced... one totem is lit but affects all cleansing speed
Ruin is (now) balanced... worked 50% on a gen... but got off cause killer found you gen regresses at 1/2 progression
HG is balanced... two lit totems cleanse one and get exposed for 60 seconds
Retribution is balanced... cleanse any lit totem free aura reading for 10 seconds, cleanse a unlit totem gain the oblivious status effect for 45 seconds
IDK about Undying cause I'm on console... hahahaha 'looking down and SMH'
