Cruel Limits- Worth It?
I'm trying to use new perks with Killer, and I see Cruel Limits in the Shrine.
But Killer mains, is it that great, or should I skip it?
For Survivor's, does it really impact your games in a noticeable way?

It's absolutely awful and not worth the shards. One of the worst killer perks in the game.

I don't think it's that great. Let's be honest, unless you're in the low ranks with fairly inexperienced people, a majority of survivors aren't worried about Windows and vault locations when they complete a gen. They're heading down the map to the next gen.
The only way I've had that perk do anything is the rare times when I come right up on a gen just as it completes and they absolutely need to put something between the two of us. But that requires the gen to be close enough to a vault that it matters. And that is extremely rare that such a gen happens to be the one to pop in my face, when they pop in my face at all.
My opinion? Save the shards for something better down the line.

As much as I love the idea behind the perk, in practice it's just too limited. Cruelly so. It's unusable in its current form.

Currently, no.
Not without doing a whole specific build around it of Cruel Limits, Bitter Murmur, and Tinkerer, so that you can know exactly which gen to travel to to make use of the actual vault blocking.
When it works, it’s devastating.
Blocking such a large area of vaults sounds tremendous in theory, but it’s implementation in its current iteration is barely usable.
Perhaps if they changed it to a hex (with a cooldown) just like Blood Favour? Hitting a survivor blocks all vaults within a 24m range for 20/25/30 seconds?
Strong, but can be cleansed, and a cool down will stop it from being overly oppressive.

I've tried it on every map and I can tell you, god no. Do not even look at it! If a Gen pops and you're far from it, by the time you get there, the survivors are gone and the use of the perk is pretty much gone. Even if you do manage to reach it in time, chances are they'll just hunt for a pallet rather than try for a window.

One of the worst perks in the game. Think about it, how often does a gen get done in your face and a survivor runs to a window? If a survivor does a gen, it's normally far away from, in which case, it does nothing. If a survivor does a gen next to you, they're trying to pop it before they go down and won't have time to run to a window.
The only time you'll ever see value is the rare occasion you're chasing someone and a gen next to you pops. Will there even be a window there and will the survivor even care if it gets blocked?

Cruel Limits is the best perk in the game. I used to run it by itself with Clown and got nothing but 4K's. And I'm not even good at Clown! Survivors tremble in fear whenever killers run that perk. Most streamers won't even run it because they don't want to get called Toxic. I still run it now and then, usually by itself, after a particularly bad match with survivors.
(Okay BHVR, I've talked up your perk. Can I get some free bloodpoints?)

Ask yourself this question: If Cruel Limits had no range limit and it blocked all Windows and Vaults for 30 seconds after each generator was repaired, would you use it? Unless you answer that question with an easy Yes then why would you ever consider using a weaker version that only blocks vaults within a measly 24 meters of the generator that finished?

Thanks for the advice and insight for all who shared. I did think there might be some use for it with Stealth Killers paired with Discordance. But it loses it's utility when you're literally standing around WAITING for the gen to pop before going for the chase. Meanwhile, other survivors can be doing bones and other gens.
So yeah, I passed on it 👍

It's quite possibly the worst killer perk in the game along with Monstrous Shrine, Zanshin Tactics, and others.

Skip what will happen is gen pops and blocks only in that area but there is no gen anymore over there why would survivors even stay they will go to another gen which also has nothing blocked
