Survivor not dying On hook

Playing on PS4 I hooked a survivor early on in the match and after killing the other survivors, I noticed their health bar has not gone down and that he’s frozen on hook but still making noises, I closed the hatch so that the game would be over once the timer runs out, it has been over 10 minutes since the timer has run out and the match is still running with the survivor still alive on hook but not dying
