Pretty sure they are always permanently in the store

They are in the store the whole year. And it is very likely that new ugly Sweaters will be released this year, at least for the original Characters who dont have them yet (Zarina and Felix) and maybe even for Cheryl.
(I could also imagine two more Legion-Sweaters since only Joey and Susie have them currently)

If you go to the torso part of the survivor in the store you should find it it's rare quality aka green

You have to switch to Top Pieces for them. There you can find the Sweaters, because they are single pieces without a Head or Bottom.
