What...? Is this some sort of unknown alpha gameplay mechanic from even before Swivel Hooks because it's still 3 hooks and always was. Being struggle phase on 2nd hook and dead on 3rd hook is the current system as always with no current plans to be changed to my knowledge

I think you're confused. It's worked this way for at least years. You get hooked, you have a timer, you get unhooked or they wait too long, you lose a hook state. Then you go on the hook again, and you're in struggle. You get unhooked, or they wait too long, you lose a hook state and are on death hook. The next time you touch the hook, you die (considering staying on the hook past the hook state as basically being hooked again). That's 3 hooks to out.
You may need to circle the runway a few more times, man.

As others have said, it has always been that way. If you get hooked again, the previous time left in the first Stage is gone.
And it would be horrible if it would be otherwise. Farming with BP would be the most common thing which is happening, since the Killer will only get like a few seconds of Sacrifice progress for a Hook.

Maybe you're mixing it up with one of the older PTBs where the timer didn't run out if the killer was close by? That used to be a PTB thing that wasn't implemented in the game.
You now get hooked twice. The second hook puts you in the struggle phase and always been like this. If you get hooked a third time, you die.

My game was all the way tweaked out. I would get hooked ONCE and then struggle second hook immediately. I dont remember it being that way. plus its tweaked I get hooked an im hanging in mid air an cant even use my perk to unhook myself or even tap a to struggle. Maybe its just been too long. Im not doing bad im rank 8 but still I feel like its whack. But i play some games an that doesn't happen an i get to be hooked once an second time after awhile i struggle instead of instantly. Idk its weird af. Maybe its just glitchy. One game the killer had to quit because he picked me up an walked towards the basement and got stuck in the stairs some how.....literally I was like heh heh ######### is this dude doing an it was tweaked out. Bogusssss. The hook thing has to be a glitch i was experiencing.
