Why is there such Rift disparity?
Seems like people have had it done for weeks or are still stuck trying to finish it. Personally, I hit Rift Level 70 the day Level 4 of the Tome launched and honestly I thought there should've been more levels because I got everything done with weeks to spare. But other people seem to think the Rift is a daunting task and there's not enough time even if they do all the Tome challenges and everything.
What's with the huge disparity?

It's basically a normal distribution curve based on play time.
If you finished it the day Tome 4 launched you probably play a lot more than the average player.

It's the normal playtime, some people have more time or inclination to play more than others.

as others have said it is definitely how much you play. but it is also how many challenges there are. Tome 4 had less challenges than tomes 2 and 3 and is on par with tome 1. by this distribution in tome 4 there was a lot more playing that was required to get to tier 70. I've seen people hit tier 70 before the second level of the tome is even open. so yea it's all about how much you play, how well you play etc.

Uh, even if you played for 24 straight hours and had perfect games and a challenge completed each game with super short games to boot, I don't think that would be enough time to hit rank 70.

You don't want to have super-short games, that will actually increase your grind by limiting XP gains.
XP is earned based on how long a trial lasted with a cap of 600 XP (rate of ~1XP gained per second in-trial). You basically want every trial to last around 10 minutes without going much longer or shorter.
Though you are correct that you can't finish the Rift in 24 hours. By my math, you'd need something in the ballpark of 69 hours of pure gameplay (meaning matchmaking, loading, real life, etc aren't included in that amount) to climb every Tier of the Rift.
