Hello. Due to local laws in Russia (as Yarovaya law and partially recent "sovereign internet" law) you can't participate in the contest, that's why you're getting this error.
Здравствуйте. В связи с местными законами (такими, как закон Яровой и частично законопроект о "суверенном интернете"), вы не можете участвовать в данном конкурсе. Именно поэтому у вас и выскакивает такая ошибка.
