Guess Hard killers are the only ones i can handle. Am i missing something? ^^

The developers have absolutely no clue how their game is played, so take the difficulty descriptions with a grain of salt.

I think the devs set difficulty bsaed on the complexity of their ability. Freddy and doctor have a lot going on with their power that it's "hard" for a new player to understand. Billy's just chainsaw go brr..

It's more an ease of understanding than a raw "This killer is difficult to play".
Let's take a look at the examples you gave here:
Freddy - The Nightmare has to balance generator teleportation, a limited pool of traps and being a basic killer. His snares aren't easy to work with for new players and the teleport is tricky to manage and target.
Doctor - The Doctor has no mobility again, and his powers are also weird. There is a lot of timing to Shock Therapy and unless you can see a survivor, Whispers is the only way to guarantee value with Static Blast. With Shock Therapy it also stops Survivors from performing actions, which can be used in a chase to deny pallets, vaults or even hook saves.
Hillbilly - Everything is in that saw. You hold a button and it works.

Those killer difficulty ratings have never made sense to me. I assume its based around just going for the adept achievement.

In my experience the rating a Killer has is in regards to the "learning curve," i.e. how difficult are they to become truly proficient. Some are easier to master than others.

That applies to perhaps 1 or 2 killers. Freddy, Doctor, GhostFace, Myers and Oni have a hard difficulty according to the game, but I couldn't say with a straight face that any of these killers have a hard learning curve lmao.

Trapper is extremely hard to master, but his difficulty rating is "easy".
I stand with my point, that the developers are completely oblivious about how their game is played outside of brown ranks.

I honestly just figured that they never changed the difficulty ratings for them after their reworks LOL
Pre-rework Freddy and Doctor were definitely difficult to play successfully in comparison to how much easier they are now.

i dont think the devs primarily judge a killers power by how its used in high level play, instead they look at its complexity and how easy or hard it is going to be for new players to understand it.
but of course they also need to have gameplay influence their rating a bit, as for example Nurse would otherwise not be rated "hard" (her power is quite simple to understand - M2 to blink through stuff - but its insanely hard to actually use it right plus she is super slow, which denies her the ability to at least M1 someone)

Fun Fact: On the PTB, Legion's Fatigue cooldown add-ons were changed to say "Fatigue duration" instead of "cooldown"
