You are just incredibly unlucky, I have also felt worse during the 4th year anniversary event where I spent an upwards of 4 million bloodpoints to get 4 cool flashlights and 5 cool med kits.

The anniversary items weren't an rng issue. They had been given eccessive rarity.

You got quite unlucky. But you also have to keep in mind that not only Medkits, Event Offerings and Flashlights are available, but also two Add Ons, which lowers the chance of getting the Event Item you want even more.
Like, the Event is basically only Bloodpoints, but you struggle to get the Pustulas as Survivor. I try to get one Flashlight, one Medkit, one Offering and one of each Add Ons on every Survivor, but it is just annoying.
