I finally recorded a video of this perk not giving the buff. When I stop healing her at 7 Seconds and continue healing the buff shows the yellow healing for a split second and just disappears, I made a post about this when the perk was released, but it was just ignored.

sloppy butcher is the culprit, 124% healing speed * 80% modifier = 99.75% speed not enough to be red but also enough to make it faster

there are other mangled effects but they all reduce healing speed with a 0.8 multiplier, if the bar is gray and you have 2 teamates injured then you know the killer has mangled effects
