Can and should I report a 'game hostage' player?
Should I report a player for taking the game hostage? There was one gen left, and another survivor didn't do anything repair it, he was just hiding and waiting at the hatch that I die. My friend confirmed this because he had died already and he was watching him. I was the only one repairing the gen, and I managed to repair it and escape, but this took a really long time. Can the hiding and waiting be called taking the game hostage, and can I report it?
If this isn't 'taking the game hostage' then what is? Isn't it against the game rules?

Probably not. There's a difference between preventing game progression and just not personally progressing the game. Waiting for you to die I don't believe would technically count as holding the game hostage, though it is scummy and annoying. What counts as holding the game hostage is a bit vague though, so that's just my interpretation.

Holding the game hostage is when the game cant progress any further. When he is waiting until you die so he can get the hatch the game still progresses.

I understand your frustration but that's not against the rules, after all every survivor is looking after himself on the fog, they don't need to save you, even if it sounds harsh.
Holding the game hostage is when you can't make the game progress, as an example if two or more people are being body blocked by the killer and... they can't fix generators nor the killer is willing to hit them in order to keep the match progression.
Another example is when two survivors are remaining and they refuse to repair the last gen and go into hiding. Then the match is stopped until the killer finds one of them or one of said survivors decide to fix the last gen
