What does Incapacitated do?
According to Blood Bond; "If the Survivor was at full health, Victor will latch onto them, afflicting them with the Broken, Oblivious, and Incapacitated Status Effects.
While latched on, Survivors are unable to enter Lockers or leave through the Exit Gates, and reveal the Aura of nearby Survivors."
Presumably, Incapacitated doesn't stop lockers or exit gates, because that's written out seperately. So, if that's correct, what does it do? Can anyone please elaborate?

I'm not 100% but I think it's essentially another form of Madness 3, where you cannot heal or interact as normal. There really should be some kind of decsription for these status effects imo.

It doesn't matter what it does because they can get rid of Victor for free once you've attached him.

There's a description of it in the help section. However... the description does needs some work.
Incapacitated: The Survivor is unable to complete most basic actions. This includes healing and mending themselves or other Survivors, repairing and sabotaging generators, cleansing totems, searching chests, and using, picking up, and dropping items.

I'm like 80% certain that's a typo and it is supposed to say "repairing generators and sabotaging hooks". But... I copied it as it was in the list inside the game... so...
You might be able to still unhook, haven't tested it myself, but... pretty much yeah.
