I don't understand why the reward amount of shards also resets once you gain devotion levels. If devotion was at least a type of prestige then maybe it would make sense, but the way it is now, getting level 1 rewards when you are actually 101 seems more like a bug than how it should be.

Its because you need much less experience to get through the lower levels.
If you gained the same amount of shards as you did at 100 people would never have to buy non-licensed DLC with real money.
