Unless the devs make it to where survivor crouching is on CD like Pig's (which they wont because then stealth for survivors gets heavy nerfed), or make it to where if you crouch too many times too fast you get knocked down 1 health state (call it blowing out your knees or something) then there is no way to prevent people from being toxic. Unfortunately, game devs cannot code out human trash behavior...

Because it's just crouching (a base survivor mechanic) rapidly? Trying to "regulate" it by adding some sort of cooldown or whatever would feel clunky and unresponsive especially against Huntress around loops where you try to duck into cover but she's making you guess when she's gonna throw the hatchet.

Take out crouching out of game? Whenever they take camping out of game...exactly.. Impossible

T-bagging and whatever meaning you give it is a complete social construct and if it was ever removed something else would just take it's place

I know it sucks, but just try to ignore it. You go and have a great game, don't pay attention to that stuff.

because tbagging your teammates on gens in soloqueue is necessary for dbd.
If people tbag you at exit gates just hit them they can't just do it forever and more bp for you. If they tbag at pallets then its just realize that it only makes them gain less distance.

Little advice: stop caring. If the survivor taunts you it doesn't affect you in any way gameplay-wise.
