some times it wont go active while it should

It's more than likely because all of the totems had been cleansed. NOED doesn't activate if all the B O N E S have been cleansed.

Dude, you didn't clarify if there were totems active at the endgame or not. If you did, people would say it's a bug, but as your current post stands it just seems that all the bones have been cleansed.

Have the same thing from time to time, even when ALL of the totems are standing.

That's not what I was talking about. What I'm talking about is you didn't specify if there were any totems at the endgame for NOED to latch onto. You just said "NOED is bugged" without giving any context, at all. If there were totems as you said then yes, it's bugged. That's literally all you had to say in your original post, instead of leaving people confused.
That's a weird bug, I haven't seen anything wrong with totems in awhile.
