Survivors in low ranks are op (unpopular opinion)
All their best perks are based around second chances the only
perk that comes close for killers is noed but that can be removed in the first 20 seconds of a game if you’re unlucky And let’s not talk about the keys and maps. They can nerf noed if they want to. As long as they remove the bull ######### survivors have

NOED spawns after all the gens are done. Which means it can't be preemptively removed without cleansing all 5 totems.

Yea, but in this game you start at rank 20, and then by playing frequently get to rank 1, so you rank up. (It's kinda like grades in school, I really don't know how to explain it)
I would say that most people call brown and yellow ranks "low ranks" and purple and red "high ranks".

You don't need second chance perks as killer because you already have incredibly strong perks. What I find mindblowing here is you refer to NOED and not undying.

An exaggeration on his part, but you get the idea: a killer's perk being equipped but unable to be used. Imagine if that happened to survivor perks.

In my respectful opinion, it sounded more like a lack of understanding; like you could cleanse NOED similar to other hex perks in the beginning of the game.
And no, I don't get the idea. There are tons of perks that situationally have 0 use on both sides. In fact, if survivors actually cleansed five totems every game because of a possible threat of NOED, then NOED would be the strongest slowdown perk in the game.
For the record, I could care less about NOED as a perk and don't think it's overpowered. But would like more convincing evidence rather than the generic <survivor> / <killer> is OP because they have X, Y, Z without looking at the other side.

No, that still getting use out of those perks. The killer can't pick you up with DS, therefore you're invincible. Same thing with BT. You don't get to 'use' the perks because the killer knows you have them and doesn't bother falling for them. That, in an indirect way, IS getting use out of those perks. You can even get use out of perks you don't have because a smart killer will always respect DS and BT.

I don't see an issue with using second chance perks, yeah they're annoying to play against but playing strong second chance perks makes sense. The only second chance perk I use in my build is ds. When I play killer I don't really care about second chance perks, the only one that annoys me is dead hard but as soon as someone uses it I just wait it out. The only time second chance perks are an issue is when people force it, like purposely jumping in and out of lockers to force ds or running into you to force borrowed time.

i hate adrenaline when u down 3 survivors and the last guy finish a gen they go up and get a speed boost

I play adrenaline in my build but wouldn't really count it as second chance, I hate when the last gen gets done and I end up getting up in the killer's face because I immediately get downed again 😂
