I personally see a 2k in a public match as a loss if I'm actually trying in that game.

Ah! but by this exact same logic those two survivors who were killed don't see it as a tie or a win for them, they see it as they lost.
So its still 2 people's opinion vs 2 people's opinion. So we're back to the killer being the deciding vote.
My main take away from this is that in a 2k the killer decides if they won or not. Or if it was a tie or a draw.

Ultimately no one but the individual decides, it isn't a group vote, there are no ties. But i can almost 100% guarantee you the survivor/s who escaped thinks they won and could care less about those who died, even if its 1 escape 3 killed.
I can only speak for myself but as a killer, survivors will almost always talk ######### post game if even 1 of them escapes, so yeah, for me, its 4k or a loss.

You're really good at not seeing the blatant inverse. The suvivors who dies will see it as a loss, and not care who lived. And even if they talk #########, you can talk ######### too if you only got a 1k. Its not as if the chat doesn't let you.
I respect your conclution but I think your reasoning is weak and easily destroied by simple pseudo-logical observations.
