Demo Portals bugged?

Lately I ran into a group that could not be discovered through my portals. Only one of the group was normally detectable. The survivor stood on my portal and was repairing the generator in front of me.
Had anyone else such an experience that the portals didn't worked? 😶

Ohh, thought I only need to teleport once to activate every portals. That explain much. Thank you.
