About the upcoming chapter 18 changes...

There's not an awful lot of good in them. Here's the first change
The Twins
Made the map-wide sound when Victor is released clearer.
After being attached to a Survivor for 45 seconds, Charlotte will see Victor’s aura and be able to recall him.
Sometimes a Survivor would keep Victor on their back to prevent the Killer from using their power. This way, there is a great risk to doing so and the Killer has the ability to forcefully regain their power after some time.
The first change is a small QoL. Nothing to say on it.
The second one though...Ooh dear. It's meant to address the problem that the Twins had when a survivor literally stole their killer power by kidnapping Victor. But this change will not help this for a single reason. The 45 second timer. That's over half a generators worth of repair time, and an entire generator if 2 people repair it! The relatively small debuff of having your aura seen by the killer should not have such a long timer before taking effect. The same goes for being able to recall Victor.
Replaced the Spinning Top add-on effect: This add-on will now cause Survivors to drop their items when pounced on by Victor.
Increased Victor’s movement speed while charging a pounce, and increased the amount of time it takes to reach this movement speed.
Due to the slow movement speed while pouncing, hitting a Survivor with Victor while they are around a small enough loop/object could be very difficult. These two changes while cause you to lose less distance while charging your pounce, making it easier to use in those situations.
We'll have to see how the first change goes in-game. It seems gimmicky to me. So I'll probably like it.
But Victor having increased movement speed while charging a pounce is really good! One of the most annoying things with him was trying to hit a survivor that was running around an obstacle. Not much else to say other that this is change is welcomed.
Perks
Coup de Grace: Reduced the lunge increase from 60/80/100% to 40/50/60%.
The values for Coup de Grace on the PTB were higher than anticipated. We’ll be reducing them to a more reasonable level.
Oh no. That was my reaction when first seeing this. Coup de Grace was already a gimmicky perk to begin with. Running it with Myers and Spirit was fun but not really viable. Now it's not going to useful at all. Having 100% extra lunge range wasn't unreasonable in the slightest since you could only get the bonus on 5 lunges each game. And missing a lunge still uses a token. I have no idea why this perk was nerfed other than to make Gearhead a bit less lonely in the "Pit of unused perks", alongside Blood Favor and Beast of Prey. Maybe their company was getting boring.
FUTURE UPDATES / HOTFIX
The Twins
Victor will be able to interact with lockers and hold a Survivor inside for a short amount of time. If Charlotte interacts with the locker in time, she will grab the Survivor. If the Survivor is not grabbed out of the locker in time, they will break free, killing Victor in the process.
During the PTB, Survivors realized that they can jump in a locker to avoid Victor since he is unable to search lockers. To prevent this, we’ll be giving Victor a unique interaction with lockers. This will take some animation work, however, so this will not be ready for the initial release.
A great change! Obviously it might not be too good if the timer isn't long enough. But lockers were easily the biggest counter to Victor and a change to remove this counter was much needed. I personally would have liked Victor climbing into the locker and beating up the survivor instead of simply holding the locker shut. But whatever works.
Adding a delay to the Exit Gate blocker when a Survivor is downed with Victor on their back.
Currently, the Exit Gate blocker disappears immediately if a Survivor with Victor on their back is downed. This allows them to crawl out before Charlotte can finishing wiping her weapon. This delay ensures that the Survivor can be picked up before the blocker disappears.
Another great change! I do think it's weird how they didn't catch this before however. It's not like survivors getting downed and escaping the trial is anything out of the ordinary. Especially considering that when Blood Warden was first released there was a similar problem with it. But still, the change is good.
Perks
Appraisal: The speed bonus no longer applies to unlocking a chest, only rummaging.
Appraisal: Each chest can only be rummaged once per Survivor.
This change prevents someone from rummaging the same chest multiple times, creating a large pile of items. We want to encourage people to move around the map and rummage different chests. The overall number of times you can rummage is unchanged.
A decent change. Makes people go around the map a bit instead of getting an entire infirmary's worth of items from a single chest.
That's all of the listed changes. As you could probably tell I wasn't too thrilled with most of them. But I'm very worried for this next chapter not because of the listed changes, but because of everything else they didn't list.
Will Oppression still have an 80 second cooldown? Will Hoarder still increase the total amount of chests by 2? What about the Ultra-rare add-ons? Will they still offer only 12 seconds of Undetectable and Exposed? There's so much about the new killer that needs tweaks and isn't mentioned here. Which is a shame because this is easily the most technically advanced killer ever created. And when I wasn't suffering from horrendous technical issues on the PTB they were loads of fun to play.
I really, really want them to be good. But I'm not so sure the devs will realize their design flaws and fix them.

In true BHVR fashion, they're making a couple of 4head obvious good changes that should have been there from the beginning, and then nerfing a useless meme perk even further for no discernable reason.

Ngl if someone has victor on them for too long they should either get injuried or just downed, that way it could deter people from stealing the power.

Or at least have Victor's aura revealed from the get go. I think one of the Ultra-rare add-ons could be rebalanced to allow Victor to down people if they don't get him off in a certain amount of time.

completely disagree with you about coup de grace.100% lunge was way too overpowered and needed to be nerfed.

It was a mediocre perk at best and had no reason to be nerfed. Here's a few reasons why:
- Survivors control when the perk activates, not you. Although you can choose to lunge once a generator pops, you have no control over when gens are repaired. This can be inconvenient if a generator completes while you're in a chase are about to go for a lunge. I found that often times a normal lunge would have hit the person I'm chasing and I end up wasting a token with no way save it without wasting time.
- The perk only increases the duration of the lunge, not the speed. It doesn't make the lunge twice as fast. It only makes it last twice as long. It's not a catch-all for a free hit at loops.
- You can only use it 5 times in a single game. Assuming you're playing one of the many M1 killers in the game you'll need to land at least 8 basic attacks to down everyone and many more to finish them off. Coup De Grace allows only a tiny portion of the lunges you take to be boosted. This is mainly why it's so underwhelming.
