Why does Feedback and Suggestions section lack attention despite being the second biggest?
Title.

You'd think more attention would be placed on it since it could actually contribute to the game.
But all of the traffic goes through general discussions. So if a post gets banished to feedback it just dies.

People meme that topics that should be silenced get sent there, but it feels like there's a bit of a half truth in that when interaction on that subforum is so low. There just needs to be more dialogue so people know they've even been read, let alone addressed or internally discussed.

Nobody cares about feedback. People just want to have an echo chamber.

Feedback? They don't even pay attention to the bug reporting section

The Feedback section isn't closed to new comments. Literally all people have to do is open it and discuss the suggestions therein, if indeed they are interested in that.

okay so if youre on mobile view what you do is you hit the three lines in the very top right corner of the screen, there should be a list of things to do. "Activity/Categories/Discussions/Mark All Viewed/Help". Hit Discussions, you're there, job done.

That's a problem with the forumgoers, not the forum. I browse the Feedback section from time to time and comment on suggestions. I show interest.
You say people want to discuss suggestions, yet nobody seems to take the extra time to browse any section that isn't General Discussions and complain that their (supposedly) favorite threads were moved to a section that they refuse to browse.
This complaint is like saying you love a certain book genre, yet blaming the owners for having dedicated shelves (like every book store and library ever) because you can't find the books you want when you refuse to look for those books in the right shelf.
