'when they don't facecamp' is like saying 'if huntress doesn't throw hatchets' and you know that. Are you... are you actually playing the game? Because I am starting to have severe doubts about that.

It's 24 base, yeah, but the vast majority of Deathslingers run Monitor which makes it 16. Then there's his unique TR audio, which makes him feel more like a Monitor Huntress / T2 Dead Rabbit Myers.
If you can see him coming from outside the TR you may be able to hold W away or walk out of sight, but most gens have obstructed sight lines, meaning you often have to rely on the TR or perks to know when he's getting close. By the time you hear his TR, stealth is no longer an option. Your only hope to make distance is if you happen to repairing right next to a safe pallet you can pre-drop, or if you have an exhaustion perk you can quickly trigger before he sees you. Other than that you're going to start a chase with him extremely close to you and you're going to take a quick hit unless he messes up.
Perks like Spine Chill are extremely strong against him and Iron Will definitely would help, but it's hard to say "just run X perk" to counter a killer when you don't know who you're getting matched up against. May as well say "Just run Calm Spirit" to counter Doctor, and "Just run Urban Evasion" to counter Hag, and "Just run Small Game" to counter Trapper, and "Just run Resilience" to counter Plague....darn, now we're out of perks :P
Edit: And all of the other killers than can land a quick first hit like Deathslinger are actually weak in the chase after that hit and/or have other drawbacks. For example, Legion gets basically a free first hit, but then they have to loop as a basic M1 killer for their second hit. Wraith, Ghost Face, and Pig are similar. Pig and Myers also pay a movement speed penalty for using their stealth. Meanwhile Deathslinger just walks right up, usually gets an easy first hit, and then instead of looping as normal he gets to continue the chase with one of the strongest 1v1 powers in the game. He's certainly not OP because his 1v4 is average at best, but he's pretty busted in the 1v1.

Deathslinger is a great concept, but the usage of the killer itself tends to be rather obnoxious, as most Deathslingers I've gone up against tend to bring the reload addons to spam the gun, and bring monitor to sneak up on survivors as his terror radius is small to begin with.
It's not a problem with Deathslinger himself, more of the way he is typically played.

To be honest, I don't think his ADS should be instant... I feel like there should be some time for DS to actually raise and lower his gun, similar to how Huntress winds up and puts away her hatchets. I would also suggest a bigger terror radius so that M&A isn't so deadly when going against him. I think those changes would help with complaints, he can easily bait his power and get cheap shots, which you can't do anything about.

I don't like him, chase music is hard to discern whether hes close or not, power is too easy to use to its fullest potential, and automatically wins a 1v1 situation. Definition of a boring killer.

Just because someone plays scummy with a killer doesn't mean thats that kilelrs playstle, thats the players playstyle. You must hate hag and freddy then because they have facecamping benefits.
Go watch some actual decent bubba mains out there and find out exactly just how many times they facecamp people.

He can be fun. If you have any experience in FPS games, getting the hang of him is a breeze. I'm talking all the skills except 360 no scope because you have to aim, and don't have a scope. But you can lead shots, account for drop, the works. Quick aim will be your bread and butter.
Outside of that, he is slow. PWYF is advised, but not needed.

Bubba has a power that directly encourages and rewards camping. Made a thread recently about how the mechanics that can bring down several survivors in one attack is too easily exploitable, and a lot of bubba mains/fans came up saying 'his counterplay is not standing together, and if someone does get hooked just do gens'
AkA people outright admitted that if someone gets knocked down and hooked you might as well forget about them and hope they don't hasten their demise on hook to give the rest of you time to do gens. because if you go in for the safe, you're likely screwed, cause in many cases bubba will be nearby, and his chainsaw attack is faster than your unhooking, even when he's waiting out of kindred's range.
Yet people say that is all 'fair play' and how bubba is played according to people who main him. Congratulations on being someone who plays him different, but you are a minority there.
But you know, this is the core problem:
All the issues with bubba and deathslinger come from people who are so obsessed with the 32kBP 4k matches that they'll play as scummy as possible and call it 'skill'.
It's the basement bubbas and M&A slingers, all the fake-afk noed-bloodwarden builds etc that show that unless you make changes to the entire game mechanics that put an end to this kind of stuff facing certain killers will rarely be fun.
So, one thing for Deathslinger would be more dynamic maps, like, more obstacle and less open areas etc, but not changing his ability.

He's... in an odd place.
In terms of balance, he's fine. He has extremely good 1v1, but like Clown, he suffers from low map pressure.
In terms of fun, he's really oppressive so survivors don't enjoy him.
Add an ADS window or something, and he's just a worse Huntress. The devs don't want to make him 4.6m, so that's out of the question. He's an annoying killer, but in terms of balance, he's fine.
