Here is how I think Legion should be adjusted
As a survivor main, I'm not a fan of his Feral Frenzy ability whatsoever, and frankly I believe it ruins the game. He can keep his ability to jump over pallets, and his movement speed buffs, but my focus is primarily on his killer instinct. It should proc similarly to The Twins killer instinct; being that it only procs for survivors who are walking or running, or perhaps for the Legion it should do the opposite and proc only when people aren't sprinting. I don't mind having scratch marks being enabled for this change either, I would just like to not have to be at multiple places at once to avoid Legion player's inexorable usage of frenzy/ BBQ/ ruin to completely stop the game for survivors to counter them

So, your suggestion is to nerf an already low-tier killer with nothing to very little to compensate?
I'm not even saying this as a Legion main. I'm saying this as an objective flaw in your suggestion. You're taking away Legion's ability to acquire information—one of his best qualities and few things that makes him worth a damn—and... give nothing in return, except maybe the ability to see scratch marks.
Look, if you want to counter Legion, just get out of the TR and/or run in a straight line. He's not fast enough to catch up unless he was right next to you, and if he was, Killer Instinct is irrelevant.

You clearly didn't read what I suggested, I didn't say take away his ability to acquire information. I said to adjust it and make it similar to the twins killer instinct, where as instinct only procs when a survivor is walking or sprinting, but in Legion's case I'm saying it procs if survivors are NOT sprinting, which would force players to sprint and leave scratch marks. It wouldn't take that much away from Legion, and would allow Legion to be punished for using Frenzy too freely.

Maybe READ the last sentence again, maybe I was too subtle in telling that I do know how to counter Legion, but I find that it slows the game down too much.. Being that I'm red rank, and all red rank killers love using BBQ, RUIN, CORRUPT, and pretty much every other perk that slows the game down, it's pretty annoying and ruins the fun of the game to constantly have to counter/read Legion.

It's very clear that you don't play Legion. It would take away a lot more than you think. And tell me, why should Legion be punished more for using an ability that is already extremely punishing?

Don't bully him, he is just a normal player with a opinion, stop treat him like that.
It's just a SUGGESTION, cmon.
And I also think that Legion needs some tweaks.

If you made Killer Instinct only visible while the Survivor is not running, that would be really bad, like actually so bad that you as a Legion player couldn't chain hits ever.
As a Survivor, if you see a Deep Wound timer on your teammate, just start running in circles or go behind a wall, now you countered Legion, good job.

I personally think Legion is fine how he is.
His power is strong against low rank survivors and might come off a little bit oppressive but it really isn't. He has the same issues as many killers: In a chase he is a simple M1 killer. He doesn't have an active ability to end chases. Therefore he isn't really a threat against decent and experienced loopers.
You can do obviously very fine with him if you use him wisely but he doesn't need a nerf. The first version of Feral Frenzy that has been released was indeed OP. But right now his power is not anywhere near being OP. Good survivors will make his ability useless because they don't heal against him.
What makes him "strong" is waste peoples time. But if survivors don't heal anymore and stick to gens it becomes very hard for Legion.
