because these are two completely different conditions. One means you can camp first hook and mori, and the other means you cannot camp and mori.

If you read the mori in game it specifies second hook state.
If someone wasted their first hook and got saved during second, yes, you can mori.

It’s if the survivor reached the second hook phase.
If the stick with the two hook requirement, it would mean a survivor going to second hook phase on their first hook cannot be mori’d

If it's the second one, the mori is now officially the worst killer offering. Since they can just leave people hanging on hooks past the struggle and genrush

When the survivor is in their second phase you will be able to mori them. It doesnt matter if you hooked them twice or if they reached the second hook phase on their first hook. If the spiders legs have been triggered you will be able to mori them.

to place this in better information: first hook state is when you hook them first (first hook), the second hook state is when the arms are there and you are struggling which is second hook. you have to be rescued from that stage to be mori'd.
