Oppression needs to work like Surge.

Surge doesn’t proc/go on cool down if there are no affected gens in the vicinity.

Oppression however DOES go on cool down upon kicking a gen EVEN if no other additional gens get affected by it because they have no repair progress or are already fully regressed.

With an 80 second cool down this absolutely needs to change!

    I wasn't sure what you were getting at from your title. However yes, absolutely. If you don't get the effect it shouldn't go on CD.

    Agreed. This needs to go for two reasons:

    1. It's going on cooldown even though it didn't even activate.
    2. Without running Surveillance, I can't tell if any gens were affected unless I see a skill check go off.

    Yeah, I agree that is a necessary QoL change, but besides that, it is a pretty solid perk.

    Oppression should honestly have no cool down at all given how little regression it gives. Even with no cool down I doubt it'd be meta!
