I think the easiest way to solve the problem of equipping the perks you want on multiple characters is to be able to relock teachables you don't want to see in the bloodwebs anymore.

Maybe make this happen by traiding in unused offerings, as rift rewards, or when prestiging.

There should be a way to prevent the bloodwebs from being cluttered with perks players won't use. The scale of the grind is too big otherwise.
