Reducing the grind in the game.
How about making one level perks ? that is, upon receiving it in the blood web, it will be with third level statistics.

That would works, also very easy for them to:
1) Make four perks show up in the blood web sooner (like level 20 instead of 40). Guarantee the entity doesn’t nab 3 perks before you can grab 2.
2) Remove 3-5 items in each blood web at the higher levels, effectively making them smaller.
3) Reduce item costs in BPs or increase BPs gained in matches. Raise the BP cap to 1.5 or 2 million.
4) Increase duration of double BP events, instead of 2-3 days make them 5-7 days.
5) Reward Prestige by giving you that survivor/Killers perks at automatic level 2 or level 3 depending on the prestige level you just unlocked.
6) At last reward Devotion levels. Each level you pick a perk you have already unlocked. That perk is automatically in your perk pool at level 3 for all characters.

I think the easiest solution for them to do would be to up the percentage of chance the bloody party streamers show up in blood webs. Everyone gains from them and they can adjust the percentage whenever they want as they see fit.

The game is just cruel to new players. I've been playing hard for 6 weeks and I've barely dented all the perks I need to collect. And then even when they are teachable, you need to find them on every character.
