Invincible Victor Cheese

If Victor is placed underneath a hook he is impossible to get rid of making it so that the killer can instantly down a survivor being pulled from the hook since there is no chance of borrowed time. This needs to be addressed. Having Victor camping a hook to get early warning of someone saving the hooked person is fine but making it impossible to remove him and impossible to get a save is completely unbalanced.
