Is surge in need of a buff?
I get that most people use surge to apply regression without touching generators, but does anybody else feel like the 8% regression is a measly sum? If so, what might be a reasonable numerical buff to 8%? Maybe increase the range?

Imho, no. Surge is perfectly fine the way it is now. The only thing I would even think about changing is the basic attack requirement, but we already know that’s not happening.

Remove that stupid basic attack requirement and this perk would be much more popular. For the many Oni and Huntress mains and every other killer with an M2. And many other perks that suffer due to a dumb basic attack requirement.

If we remove the basic attack requirement, increase the regression to 10% and remove the cooldown then it will be a good perk

The only buff it needs is the removal of its basic attack requirement. Other than that it's fine imo.

Considering that surge can now damage gens that are already regression, removing the cooldown would actually too be much. Before that change and surge only worked on gens not regressing then I would say the cooldown isn't needed.

Given what I saw the devs say about knock out and how they didn't want it to proc on things like survivors going down from Trapper's Honing Stone, I imagine it's the same thing for surge.
I wouldn't be against a shorter CD on Surge.

Then make it when you get downed by the killers weapons directly. And let's be real it's a slim chance you'll get downed by deep wound or by a specific killers add-on it can't be that hard to add. And it's dumb because it limits this many killers with their M2 Hillbilly, Huntress, Bubba, Pig, Plague, Demogorgon, Oni, PH, Blight and the Twins.

Per the description of surge,
"Your eerie presence charges the air and interferes with technology."
Whereas for knockout,
"The trauma caused by your brutal attacks makes crying for help painfully difficult."
I can see why the devs wouldn't want surge to proc from downtown, but for what little use the descriptions actually are, I can glean that they meant to base it off of the killer and their presence alone.
I would specifically adduce infectious fright, which is also based on your presence in the lore portion of the description. But I don't know, maybe honing stone surge would be just as ridiculous as it sounds.

I think the issue with that is that the parameters for the "killer's weapon" are kind of vague. Technically, honing stone trapper and legion's frenzy count as their weapons; it's just that they're detached from them. Same goes for plague's corrupt purge and huntress' hatchets (which bring up another issue since we don't know if surge is meant to be based on where the survivor is or where the killer is). It's a matter of technicality, but the definitions for the "killer's weapon," or even "direct attacks from the killer's weapon" remain unhelpfully vague.

To remove the basic attack requirement, that would require WORK. We all know they work when they feel like it.
They have said to remove basic attack requirements, they would have to tailor the perk to accommodate every Killer power.

That's specifically what is addressed in the comment I linked. It's more reliable to not add exceptions for long term maintainability. As painful as it may seem, you need to anticipate all potential scenarios a change can make. Edge cases matter and to pretend like since its a slim chance something will happen is a really bad mindset to have.
Also for every killer you mentioned the exceptions would have to be included. Which again is what the comment I linked addressed. Furthermore, you can assume that it would also affect development of future killer's where the "exceptions" would have to be taken into account. It's just not a good design choice.
The description of the perk lore wise can sometimes be irrelevant gameplay wise but I get what you are talking about. As for ridiculous things you could include going down from Deep wounds.
What's extremely irritating is when people include insults in their posts, it's disrespectful and takes away from what they are trying to convey. As for what you said, it's much simpler and easier to maintain than changing the entire system to that. It sucks that some perks aren't good on certain killers but isn't that the point of having so many different perks? Certain builds are good on certain killers and surge won't be as useful on killers like huntress just like sloppy isn't.

Okay then I guess for many killers Surge will have to go along with the many other worthless perks like Zanshin Tactics and Beast of Prey becausese a few exceptions can't be made. Along with many other perks that suffer from exceptions.

I've been using it on nurse lately in place of corrupt and I never realized how good it can be. I've been able to take chunks of gen time because the survivors couldn't tell which gens were put into regression, so they just let them.

There's really not much reason to ever run it. It's just straight up not as good as other slowdown perks. Survivors shouldn't be extending chases near generators in progress anyway. Obviously not doable all the time in solo queue because you don't have that information readily available, but it's something an experienced survivor should know. It's always a tough sell for me when perks with already marginal value can be countered by playing optimally.

In my opinion surge is good on the following killers.
Trapper, Wraith, Nurse, Hag, Doctor, Freddy, Clown, Spirit, Ghostface, and Deathslinger. This isn't even counting killers like Legion where the odds of you downing someone with Frenzy are addon reliant that using m1 is required. I also discounted the pig but given how underwhelming her dash is you could include her on that list. Surge is good on over half the roster. As for the other perks I don't know why you brought up Zanshin and BoP since those are just weak perks overall. They even could stand to get a buff in my opinion.

I run it on Deathslinger, because I can drag survivors closer to gens to get it to proc. Also when the noise notification works, it's like an infectious fright too.

Because of the limitations of Surges only basic attack for killer with an M2 Surge for say a Hillbilly or Huntress might as well be Zanshin or BoP because you'll be at a disadvantage of using your M1. And all the killer you listed are only M1s some perks are for M1s like STBFL but Surge shouldn't be one of those. And the majority of the community sees this. And TheBigBingus just made a great idea if you are downed within number of the meters of the killer then Surge will go off. God forbid the devs can't do extra work.

Remove the M1 requirement. If Infectious Fright doesn't have a cooldown and doesn't need M1, surge should atleast have one of those.

Why not just make it like Play With Your Food, which only triggers on Basic and Special Attacks?

Simply remove the cooldown. That's all it needs. Make the perk tiers scale on range.
The additional regression is so low that hitting the same gen multiple times won't really be an issue. Plus, if multiple people are going down one after the other to basic attacks next to a generator, they messed up and the killer deserves to get value from that.

I like the Perk's concept a whole lot, but its restrictions in turn restrict me from wanting it.
Pop is just more convenient for my playstyle: Hook someone, pop whichever Gen i want.

Even overcharge is better than surge, i don't know why people even use it when the clutch moments where it could be usefull still requires you to use pgtw too. 8% is like what 7 seconds of regression and still 2% less than a normal missed skillcheck. Its good only if you get a small map with a 3 gen but at that point its not worth it.

Oppression is better than surge as well. It pairs with pop nicely; and is better than overcharge as well.
