Clear Reagent Cap

I know that the maximum fog cap is equal to a Murky Reagent (+75%), but what's the minimum fog cap? Is it equal to a single Clear Reagent (-50%) or does having multiple of them do anything?

  I believe it is equal to one Clear Reagent.

  I didn't see any difference with more than one, but that could be my bad eyes.
