Really there was this Nea who saw me coming wasn't even tunneling she was able to stun me and then fix the gen because of DS giving her an easy pass. Another game I usually do bones but game was close had to focus on gens killer was then able to be saved by Noed. Yeah I'm open to changes.

Im just gonna throw this out there as a killer there are 2 situations that happen with me and DS and these are also my reactions.
1. If i tunnel a little bit whether on purpose or by accident, to which my reaction is, yeah okay you got me lol.
2. If i don't tunnel and get hit with DS because its being abused, to which my reaction is, welcome to tunneltown with wonderful stay over in camp city.
As for NOED, if your winning do your bones, if your already losing it doesnt really matter.

The sad thing as far as DS is concerned, it's not even that good. A survivor has as much of a chance to get away as the killer does to down them again. I don't use the perk, but in games where survivors carry it, they don't stay upright very long after they use it, so what's there to nerf?

Actually I could give less than a ######### about No Ones Even Dead yet or Depip Saver. If I get hit with DS I will just tunnel you down from there. Or I may be eating it strategically.
And c'mon. If you haven't figured out your NOED counter yet, then you are a Noob or seriously need to work on your gameplay. Do bones. Save certain bones so you know exactly where NOED may spawn. Leave the gates. Let one teammate go, it's not the end of the world if a survivor dies. If you are feeling altruistic, accept that your ass might get hit with the NOED, you already know is up.
Both are strong one use perks. Both sacrifice a perk slot for a very specific circumstance that may not even happen.

The problem has nothing to do with whether that person escapes or not.
It can typically be used to extend a chase even if it's only by an extra 15 seconds with three other people potentially working on generators that can be quite impactful.
This is even worst if the killer wasn't tunneling and just happened to catch the last 5 Seconds of decisive strike

I see these posts a lot so, serious question, what does NOED actually do?

Its a hex perk so it can be cleansed and do nothing, or if it's active once all gens are done all survivors become exposed. Its a very solid counter to adrenaline or just a huge power spike for the killer in the endgame.

Does that make you a one hit down then? Even if you are at full health?
I know it’s not always possible, but couldn’t it be countered by cleansing all the totems before opening the gates.

Yes It does, but it activates when gens are completed not when the gate opens so you need to get rid of the totems before gens are done or find the totem before going for the gate.
There is also no notification that it is in the game until the killer actually hits someone, and a good killer will often try to hook that survivor near their totem so they can protect the totem and the hook at the same time

So let me get this straight, you're saying a good reason to nerf DS is because it adds 15 seconds to a chase...15 seconds. Not a minute, or because the survivor got away, but because of an extra 15 second chase.

The 15 second estimate was more around with a situation you described of a survivor going down very quickly after using it.
If the survivor is good enough or they're in a good enough spot with strong pallets it could be much longer use your own initiative I don't have to actually spell it out for you.
You're not 6 years old you don't need me to hold your hand through a simple scenario.
Also again if you didn't read my comment you need to stop evaluating it in a 1 V 1 scenario 15 seconds of extra time in a chase is a potential 45 seconds the other three survivors could put into objectives.
Even if it isn't a long amount of time 15 seconds can be the difference between a game being won or not once again you're not stupid don't act like it.
