I'm watching the recent Game Mechanics Q&A right now, and they are discussing the Killer's turn rate being limited on console, or with a controller, rather (8:00 minute mark in the YouTube video, roughly).
Since the game can detect the use of a controller, may I suggest increasing the FOV when a controller is used?
It could even be tied to controller sensitivty: as the sensitivity is increased, the FOV bonus is decreased; as the sensitivity is decreased, the FOV bonus is increased.

Then again, the wider the FOV, the more stuff needs to be displayed on-screen; this uses more RAM, or whatever, and just causes frames to drop.
Dropped frames make the 360's worse, so Killers would be no better off...
