Killer: Tinkerer, Trail of Torment, Monitor and Abuse and Dark Devotion. A bubba with these perks is scary.

Please don't become one of those immersed players that ends up inducing tunneling on their team mates! Stealth is only good in moderation and makes everyone else's experience (killer's and your team mates') much worse.
On killer though (defo killer dependent):
Monitor, Furtive, Tinkerer and Trail of Torment are probably all good stealth perks (furtive more so late game for getting a jump on the last two survivors)

- Urban Evasion, Fixated, Quick and Quiet, Iron Will
- Spine Chill, Resilience, Lithe, Iron Will
- Bond, Better Together, Prove Thyself, Iron Will
- Object of Obsession, Lithe, Quick and Quiet, Iron Will
- Plunderer, Appraisal, Left Behind, Iron Will

For real though while Iron Will is where any stealth ambitions for a Survivor should probably start, a few other potential options:
- Fixated lets you keep track of your own scratch marks
- Dance With Me potentially allows you to completely give Killers the slip during chases especially if comboed with Lithe
- Balanced Landing, though its usually considered the weakest exhaustion perk, does come with the bonus of suppressing landing noises which are pretty loud and can give you away to killers
- Head On is another good choice for stealth-centric exhaustion perks, as it lets you try hiding in a locker while having an escape plan
- Urban Evasion is pretty obvious
- Speaking of Lockers, Inner Strength allows you to heal inside lockers. As a bonus, because this doesn't count as a heal action it lets you heal without triggering A Nurse's Calling
- Deliverance isn't actually a stealth related perk, but if you're planning to go stealthy you're also probably planning to unhook someone before the Killer finds you and successfully hooks you. In that situation, Deliverance can excel
- Diversion, Red Herring and Deception aren't meta perks, but some people enjoy running them and trying to mess with the killer
All that stuff is just spitballing ideas. You should bear in mind that out of all of these, Iron Will, Head On, Lithe and Deliverance are probably the only ones that could be considered good enough to be close to "meta" Survivor Perks.

On Tuesday a mid-chapter patch will be released which will affect some perks, so I would advise you to use: Fixated, Lucky Break, Iron Will, Exhaustion Perk or Inner Strength.
New Fixated now works while injured so new interesting combinations appear.

They also need to buff Lucky Break so it works all trial. And Distortion buff when?!
I'd also like to point that the main benefit of Fixated isn't the scratch marks. It's the extra 20% walk speed. That gives you the ability to juke many experienced killers because they don't expect you to be able to make it without the extra 20%.

Oh cool, this is what I use for a quick escape
Quick and Quiet, Head On, Windows Of Opportunity and Dance With Me (or Off The Record if I'm feeling spicy)

Then you're looking for juking perks. To juke the killer mid-chase and lose them.
I would suggest this build - Iron will, Quick & quiet, Dance with me, Lucky break / Lithe.
It's a build completely made for juking but it won't lose the killer by itself, you'll have to do some clever pathing and have good understanding of killer's LOS and tracking. Playing juking builds is always risky as you can't predict with certainty where will killer look once he loses your LOS and some maps make it near impossible to lose the killer.
Still if you want to give juking a shot, this is one of the best builds for it. Iron will is the best perk out of them, other perks help a lot too but you can replace them with different juking perk if they are more to you liking.

If you are looking to juke and escape chases what you need aren't stealth perks per se but juking perks. Try this:
- Iron Will, Lithe, Dance With me, Quick and Quiet

Survivor?
Bond + Open Handed is incredibly good at either showing you if a chase is coming your way, and where you should go, or if you hear the TR while working on a gen and it doesn’t appear that a teammate is in a chase, then you know to get off that gen straight away and slowly, cautiously move away.

Calm Spirit to be honest isn't that good. It's extremely situational. What's TEC?

i can’t spell it but it’s the one that doesn’t blow up a gen if you mess a skill heck up and calm affects a lot of things now not just doc it affects oni’s make you scream addon same as nurses negates spies from the shadows perks that make you scream out as well
