Map Offering not working

My friend had this issue just now. For the whole time with map offerings, if one person brings one, it has always guaranteed that map. He brought Crotus Penn offering but the game went to Haddonfield.
Platform: Xbox One
Issue: Map Offering not working
STR: Offer map offering (Crotus specifically)
How often: Just occurred, will try again later to see if constant or random.

He tried it again, went to Coldwind - Rotten Fields. Are the maps both disabled?

Thinking it might specific to Crotus

From what I understand the developers disabled both Autohaven Wreckers and Crotus Prenn Asylum maps due to the amount of bugs within those 2 realms.
