The game refuses to give me what I paid for.
So long story short, I bought Ash, unlocked Flip flop and prestiged Kate cause I want to do a wiggle build on her with Unbreakable, Power struggle, and boil over. The bloodweb is refusing to give me Flip Flop so I can complete it. I keep picking up every yellow perk because by logic, I should get it eventually right? Wrong! I have enough yellow perks to fill up a whole selection screen. I even made sure I had it unlocked. I'm like, 70+ levels into kate now but Flip Flop refuses to show up. It's been 3 days of playing please game, I beg you. The amount of games I could've survived if the bloodweb just gave me it sooner... I have no idea how many perks I have left to get but I hope to get it by tommorow.
EDIT: I just leveled up the bloodweb and it gave me three green perks with one yellow and it's not Flip Flop but balanced Landing. I'm too scared to level up past this point now cause Im scared the game glitched on me or something and that's why I haven't got Flip Flop yet. Guess I'll see when I wake up tomorrow...

You'll get it eventually.
And once you do you'll feel bad because you're realize the build is ######### and doesn't work 99% of the time. BTW don't use Boil Over it doesn't add to the build in any meaningful way. Better to use Tenacity instead.

I respectfully disagree about boil over. While the struggle effect increase isn't exactly amazing, the hook shrouding effect is. It has saved me a couple of times.

Well sure that helps, but if you're trying to get Power Struggle to work Boil Over doesn't do much. Tenacity is a much more useful perk for the build, because you get to crawl over to palette while healing so you can get to 50% heal in time before the killer comes back for you.

I also use boil over because it makes hooking a survivor that much more stressful for the killer. If the stars align, they'll walk through a pallet without thinking and I use power struggle. It has saved me more times than you think. Plus, I found while testing on Ash that tenacity made the killer pick me up quicker cause they saw me crawling away faster so they're less likely to slug me.

I just leveled up the bloodweb and I got three green perk and one yellow... and it's not Flip Flop. I'm too scared to level up past this point now.

Yeah I've come to realize that as well as much as it sucks getting a 2nd or 3rd tier of a worthless perk it also removes it from continuously appearing in the bloodweb.

Getting all yellows first will actually slow you down to get it.
Buying the yellow version of a Perk unlocks the green version, buying the green version unlocks the purple version, and buying the purple version is the final stage for that Perk and doesn't unlock anything else.
If you specifically go for all yellows first, you don't reduce the number of possibilities at all.
Say you bought 30 yellow Perks, now you have 30 green Perks, with 0 possibilities removed from the Bloodweb.
If you buy Perk #1's yellow, then green, then purple, then do the same for Perk #2, Perk #3 etc., you'll start eliminating a Perk from the Bloodweb every 3rd purchase, leading to 10 less possibilities after 30 purchases.
As for the Perk just not showing up: Right now, it just seems like a horrendous case of RNGesus being against you.
You shouldn't think that Flip-Flop is glitched until there's less than 4 Perks showing up on your LVL50 Bloodweb and it isn't one of the remaining ones.

Pretty much what everyone is saying - it's just bad rng/luck.
I always level up the perks fully- even those that I don't want - just to get them permanently out of the way; just so you know.

This same thing happened to me with Huntress and Ruin.
I have like 5 Killers all under level 20 that at least have Yellow quality Ruin. But Huntress? About 2 MILLION bloodpoints beyond level 50 to get Ruin on her. Ugh.
