He means that "why Blight 1st person camera is so short". And yeah, if you're playing as the killer you have a unique model that only you can see (as the killer) cause the player can see a weapon and arms in the screen.
This bug is introducing to us how this models for each killer look like (even with different skins)
For example: If you're playing on Oni with default skins, he's bald & hasn't the Oni mask
If you're playing on Oni with "Minotaur skin", he hasn't a head lol

Like half of his legs are buried into the ground

His legs are in the ground and his camera is in his chest.
Its strange that he is so short though since his head is at around the same level as freddy.

The devs have confirmed that it wasn’t intentional this way and they are working on a fix.
it takes time because they have to redo all first person animations for Blight but they said in December that the fix will come sooner than expected. Whatever that means..
