I didn't bother to read the power or the perks of the Survivor.
For one, Jeff is a boring and stale creepypasta villain. Two, most of his perks are just... not it chief.
Enraged is fine.
Obsession: Livid is a cool perk in concept, and it wouldn't be overly powerful as most Killers, but here's the thing. It rewards the Killer for messing up. No perk should do this, this is why people hate Noed.
Anger Management is just better Overcharge, which is a painfully powercrept perk as is. Better off replaced entirely, as the concept is a crowded one with Overcharge and Pop Goes the Weasel, as well as Oppression and Dragon's Grip.

Also just to state something real quick, I'm taking your criticism seriously, but your argument on Livid "It rewards the killer for messing up." Doesn't Dead Hard technically do the same exactly thing? Reward survivors for messing up?
Also just curious, how does Livid technically reward the killer for messing up? Other than the aura of said survivor getting revealed for a short period of time.
But I will be fixing this over time to make sure that the concept is deemed worthy of the DEVs attention.

Dead Hard requires precise timing and prediction on both sides. This rewards you for actively losing the Survivor by being able to see them through walls for 10 or so seconds. That is basically guaranteeing a hit if you know how to click m1.
Your question on how it rewards the Killer, other than applying its only effect, makes it seem like you think the perk is bad and has no useful effect. In which case why the hell did you make it?

To be honest I don't think it's bad, it's situational sure but sometimes it's quite hard to make a balance between good perks and useful perks. I guess I can lower the duration of the survivors aura revealing, and add a maximum time limit to how long you should chase a survivor so that it rewards you if you end up losing them by accident. Or in other words to help the killer plan how to end the attack so he can manage the gens and other three survivors.

Hey remember me? I looked at this some more and had some ideas.
1)Power: You need to settle on either "Overt Chaser" or "Stealthy Ninja" I went with the Ninja route in my idea for this. Anyway decrease his terror radius to 20 meters. Then remove the first Legion-}Myers power, take his locker hiding and make it apply to Chests, Gens, Lockers, and Totems. He can teleport between these similarly to Freddy, with a laugh whenever he teleports. Make him take a few seconds to emerge from something, and have Undetectable for a short time, 10-20 seconds. Also he cannot teleport or emerge from something a survivor is interacting with. This allows him to hide and move about quickly and somewhat discreetly, while still allowing Survivors to know where you more or less are.
2)Perks: I like Enraged, but make it need 50% progress and remove the oblivious part. Then, change the speed to closer to other speed perks, because +15 is Legion perk speed, maybe it gets faster as it decreases more, up to +15 in the last few seconds. On the bonus side, it only stops when you hit a survivor or the gen stops regressing. This would allow him to hit a gen, and run away to bother other survivors, getting faster while it goes until he hits you, or another survivor stops the regression, plus it would work nicely with my version of Anger Management.
Livid sounds interesting, but currently its too all over the place to work consistently, you need to down someone, then chase them later, which then lets you know for a few seconds where your previously chased AND downed obsession was? Maybe make it something like Light born, every time a survivor(not the obsession) stuns you(pallet, flashlight, DS, etc) you can see their auras for 4/5/6 seconds and they become your obsession. This would give him a bit of Aura reading while also allowing it to combo with other Obsession perks, like Rancor.
Anger Management is just so busted, the only way it might work is as a hex, even then I would take it down to one skill check. Either way its still basically Overcharge. If I may, how about this? Every time you kick a generator, Anger Management take affect, for the next 1/2/3 generators, every time a survivor starts repairing it it makes a loud noise for you, allowing you to punish their audacity for repairing in your presnese.

Can you also try to explain what you're meaning with the power that he teleports between items or so. I'm trying to find ways to explain that he can do that now, but I'm having trouble because with the lockers it makes a bit of sense, he goes in and he can't be seen. But with the gens, chest, totems, etc he's still kind of able to be seen so that makes it problematic.

My idea was he is effectively not in the game while hiding, and when he appears he forms out of a pool of shadows near the item. Kinda like the tiny dark creatures from Kingdom Hearts.

Update 20 1/2
Made Anger Management into a Hex
Changed a few of the addon effects to fit the new power
Added a minor side ability for Enraged
Added a small speed boost for stun effects for Livid
Update 21 (SOON)
Will finish his addons effects
Will consider how to make Jane's perks better but less S Tier perks.
