No, not for killers.
The only killers that can inflict it with their power are legion and deathslinger.
The perks BT, SG, or the styptic agent for medkits on survivors can allow them to take an additional hit and be given the deep wound status effect if hit during its duration of the endurance status effect.

Borrowed Time and Soul Guard.
There is also Mettle of Man, and I think there is no more perk.

MoM doesn't cause the Deep Wounds effect, the hit is completely nullified.

I think it used to do that before then huge changes.
EDIT: Actually no, I just mixed it with that one clip that used MoM and BT at the same time, sorry about that.
