Second Wind got no stacks after heal

I am not sure if this is bugged but I think I should get atleast 8 Stacks for healing the Survivor.

Didn´t got stacks for second wind.
Healing together with an other survivor
Second time I noticed maybe everytime you heal with an other survivor.

True. I didn´t saw that. Thats means healing in generel is bugged. :o
