Spilling Blood Challenge bug?

Chapter IV Killer Challenge: Spilling Blood requires 3 Devout emblems of iridescent quality to complete.
In the description for Devout, it states: nine or more hook actions grants iridescent emblem.
I just finished a match where I got 10 hook actions. It gave me Silver. Honestly, it seems this Rift Challenge is impossible. Or horribly bugged.
