Bug as old as time. You really can't do anything about it.

either survivors are dodging or youre not controlling the saw well because the saw has sensitive steering at the beginning

i had this problem when i started playing billy. the only way to evade it is to 99% your chainsaw charge, wait for them to finish juking, then release once you have a good line of sight. this is just an unfortunate thing that you'll have to practice, but just remember to be patient.

Are you not entertained!
I posted one. Look up ☝

I suggest watching it slower. She doesn't move right until after the animation. Also thats not me letting go of M2. The game detected a hit condition to do that animation.

Shadowborn can help you not get spun.
You can at least try it

That actually was dead centre, the chainsaw simply decided it missed. It's an old, old, old, old, old, old bug that should have been fixed when Billy was randomly nerfed.

Youre playing on pc or console ?

Now you know why survivors demanded the animation revert so there is no directional tell when they 360.

Dead centre is when any part of the survivors pill-shaped hitbox is in the precise centre of the attack box.

If it's a ghost saw, there's nothing you can do. It's an old bug that must be patched devs-side.
Regarding jukes:
- Look down and 99 your saw;
- Use A and D (or console equivalent) to strafe and bodyblock the juking survivor;
- Be patient until you've actually killed their momentum with your body. That'll make tracking them very simple;
- Saw them down.
