Rework Suggestion for The Twins:
Alright, so after 3 months or so of maining the Twins, I have come to a greatly thought out rework concept.
It'll be uprooting most of the idea of the previous power, and creating a whole new dynamic to the Twins.
The basic idea of this rework is to create a much more powerful dynamic between the Twins and make them harder to camp/slug with, alongside make them more permanent in their areas, while doing more damage when not slugging or camping. The idea is to reward good gameplay rather than camping with Victor or slugging.
Let's get into it,
POWER: Blood Bond
Special Ability: Blood Bond
Press and hold the Power button to Unleash Victor. (Action takes 2 seconds, rather than 1)
Swap control between Charlotte and Victor by pressing the Ability button, causing Charlotte to enter an Idle state.
(Idle state: When in the Idle state, Charlotte's terror radius is reduced by 50%, but she remains conscious, looking around herself intermittently. When Charlotte looks in any direction while Idle, any moving survivor within a 30 degree cone that reaches 8 meters ahead of her vision will trigger the Killer Instinct effect, and have it alerted to Victor.)
While left on his own, Victor will trigger Killer Instinct on any walking or running survivors who can hear his shrieks, revealing their outlines to Charlotte.
However, Victor may be stunned by survivors when in this state. (Stunning is the same as smashing in terms of animation and mechanic, but the consequence is instead that Victor falls to the ground unconscious momentarily, and is unable to be controlled for 10 seconds.)
Survivors who stun Victor will receive an Oblivious status effect for however long Victor is stunned, alongside a 4 second Hindered status effect (5% slowed).
Special Attack: Pounce
While controlling Victor, hold the Ability button to charge a Pounce and tap the attack button unleash it.
Successfully landing on:
- A healthy survivor will cause Victor to latch on to the survivor, damaging them, and creating a struggle effect that makes survivor's movement harder to control, while also applying an Oblivious status effect (said struggle effect is similar to when survivors struggle on a killer's shoulder). While trying to remove Victor when injured, the struggle effects are increased by 25%. This action takes 8 seconds.
- An injured survivor will cause Victor to latch on to the survivor, downing them, and making them unable to recover or be healed until Victor has been removed. While trying to remove Victor, survivors are unable to move, recover, or be healed. Moreover, survivors attempting to remove Victor in the dying state will reveal their aura within 48 meters to Charlotte.
While latched on, survivors suffer the incapacitated effect, in which they are unable to enter lockers, leave exit gates, and work on generators.
Once Victor has been removed, he falls to the ground into the Stunned state for a moment of 12 seconds.
If Victor misses a Pounce attack, he becomes momentarily vulnerable, for that time, he may be Stunned and will remain in that state for 8 seconds.
If Victor lands on an obstacle taller than himself, he despawn and return to Charlotte if not careful.

I can appreciate the thought put into this, but the Twins need to be completely deleted and reworked. BHVR did the normal BHVR thing of recycling an old mechanic, but they did an especially ######### job here - the Twins are an infinitely inferior version of Demogorgon in virtually every scenario.
Honestly, given the limited abilities of the BHVR Dev team, the best possible outcome we could get here would be making each twin a regular M1 killer, benefiting from all the perks, but you have to somehow build up the ability to swap between them (a la Oni). Even then, they'd still be boring and mid-tier (at best). They have limited mobility, no lethality, and they are completely reliant upon slugging for map pressure.
In their current iteration, the Twins mechanic feels similarly clunky to the old Doctor - which shows just how much attention BHVR is paying to the product they're putting out. But that's what you get when you combine a rabid horror fan base, a D+ quality dev team, and virtually no market competition.

One thing I could see more as a detriment than an actual buff is stunning Victor, it would be the exact same feeling as how it is right now where survivors just leave Victor at one side of the map while every thing is happening on the other side. But instead of it happening occasionally it would happen all the time.
The problem I have with The Twins is that Charlotte doesn't really have any "abilities". She's kinda just there and when chased by her there's no real threat, and then as Victor there are maps that you can do nothing about in certain situations, Haddonfield for example.

I disagree with both you and the OP. They are really good if played correctly, and only really struggle at competitive levels. The only thing they need? If victor is attached to Charlotte she should have an ability to throw him, as if he were leaping from her.

Yeh, I still think they can be played correctly right now, but I just suggest this to deter from playing in toxic manners.

They can not even give Trapper a Bag and you think they will rework Twins. GL with it.
