Decisive Strike, slugging, and perk slots
While active, Decisive Strike should allow the survivor to fully recover from the dying state. This would alleviate the number of perks slots required to help counter tunneling.

The killer needs to equip zero perks to camp or tunnel. The survivors have to equip three perks to counter both (Borrowed Time, Decisive Strike, and Unbreakable). Not only does this take up 3/4 of a survivor's perk slots, but because each survivor can be camped and tunneled all 4 survivors would have to use up three perk slots. That, and DS + Unbreakable doesn't fully counter tunneling; it just makes it harder for the killer to do it quickly.
Let DS allow survivors to recover from dying. If DS has deactivated for the rest of the match after stunning or failing, then the survivor cannot fully recover from dying with DS. Meanwhile, this makes Unbreakable less powerful, so buff Unbreakable and let it be used more than once (on a cooldown). No Mither can stay as is because it has no cooldown, prevents blood pools, and reduces injury noise.

Slugging is not tunneling. Just hop in a locker if you want to prevent slugging

You've got 3 teammates who all have the ability to heal you fully without any perks or add-ons whatsoever, isn't that enough free healing?

Perks aren't supposed to cover all weak points in your armor. You have to pick and choose - choose wisely.

If decisive strike allowed a survivor to pick themselves up like unbreakable while active it would be insanely busted.
Everybody and their mother would equip DS because why would they not? You can't pick 'em up, you can't slug 'em.
That is literally the most powerful combo: DS + unbreakable yet you want it on a single perk slot? Both these perks by themselves are not broken, the combination is. There isn't a single perk or game mechanic that could prevent a killer from tunneling if they want to. Unless they change the whole game and how things work, it's gonna keep being a thing.
You say killers don't need to use perks to tunnel and slug survivors but they actually do. If you tunnel vision on a single survivor, you better be prepared to face the consequences regarding the freedom the others have while you're busy. Hence, killer perks that could help with that.

No if you have DS the way the killer gets pressure off downing you is that someone has to haul over to pick you up its legit the workaround killers are given

DS is already impactful enough to the point that the presence/absence of an obsession changes the course of the gameplay. No perk is supposed to have zero counterplay.

If the killer slugged you, they didn't tunnel you, your teammates can come pick you up. DS/Unbreakable isn't an anti-tunnel combo, it's an immortallity combo.

No, it should never work like this. Its basically an anti tunneling and 1 minute invincibility in some ways which those 2 words should not be in the same perk. NO killer perk is the equivalent to decisive. You say they need no perks to camp or tunnel and that's true. The problem is Killer perks slots are more valuable to have than survivor perk slots these days.

Of course slugging is tunneling. If the Killer goes after the unhooked person, they are tunneling, regardless if they pick the Survivor up or not. Not getting hit by DS because of slugging does not mean that the Killer was not tunneling. The same the other way around, getting hit by a DS from a Survivor who was repairing a Gen does not mean that the Killer tunneled.

"Tunnelling" means getting tunnel vision. If the killer is slugging the person that just got unhooked, they aren't tunnelling.
Now, if they were slugging the person and camping the slug, that's tunneling, because clearly are just trying to kill that one person.

You can take Unbreakable if you want to be able to get up from the dying state, or No Mither if you feel crazy. You can also consider Soul Guard as Hexes are pretty common. Your request is unreasonable. You can already build the effect you want. It just takes multiple Perks.

1st tunneling is desire to chase and hook same person over and over ignoring other people. Tunneler will pick you up. slugging means he just wants to apply pressure
2nd if killer came to a hook and can't find your unhooker he'll chase you and slug you, because youre the only one he can see.
Slugging is not tunneling since you have chance to use your anti-slug perks or getting picked up by teammates

OR lets make killers have to equip a perk that lets them camp and a perk that lets them tunnel, and revoke their God mode

And killer have hooks, but you need deliverance to unhook yourself, killers can injure you but you need med kit or self care to heal etc.

Just for giggles, please also propose mechanics that would be disabled when using those wished for killer perks.
Maybe for camping an Alphawall circle with a 30m diameter to prevent the killer from approaching a hooked survivor? For tunneling true invincibility for the last hooked survivor for a certain amount of time?
Btw for anyone not getting it this is meant as sarcasm for the suggestion but being serious in respect to the question for suggestions from the op.

How entitled do you have to be? Holy Christ, saying something like this is completely childish as both Slugging and Camping are very easily counterable, getting camped? do the gens and escape, see someone being camped? do the gens and get out, See the killer slugging? be less altruistic, that's the only way they are able to slug, when you give them that oppurtunity, DS deserves its Nerf because of how it's being used, now how it was meant to be used as an Anti-Tunnel perk, but it isnt being used that way at all so quit your whiney attitude and try thinking about multiple sides instead of only the Survivor side -_-
