Survivors have i-frames while unhooking

This has happened a number of times now. If a survivor is unhook another survivor, and you use your chainsaw as Leatherface, the chainsaw will swing through them about 3 times and not a single hit counts. The unhooking survivor seems to share i-frames with the hooked survivor (I know they have it), and not a single chainsaw hit counts as a hit until the unhook is completed.
Is this intentional?

Happened to me a lot the past few days. I try to go for the unhooker and the hit should connect (the unhooking survivor screams) but they don't take any damage.
