New Killer: The Jailer
New Survivor: Prisoner
Male - 30 Age
Perks:
You Will Be Saved = You know how to help your friends. Survivor rescued from the hook will get 150 % of normal running speed. You Will Be Saved has a cool-down of 100/80/60 seconds.
Perfect Partner = Your imprisonment years taught you one thing very well: You need allies. When you unhook your allies in killers terror radius you will get 10 seconds time. If killer get you down in that 10 seconds you will have Unhookable Effect. Killer cant take you pick up 30/45/60 seconds. This perk can use only one time in match.
Sacrifice = Your criminal history taught you the importance of allies. You have to trust each other with your allies to survive. If you get hit while the killer is carrying survivor to hook, the killer will be stunned for max 5 seconds. Your ally will be saved from the killer. At the cost of this, you will down dying status.
New Map: Prison Map
New Killer: The Jailer
Male- Tall - 50 Age - % 115 / 4.6 m/s
Weapon: Machete
Special Power: Him power will be like Doctor's power. But different. He will use a gas that raises the fear level. It must completely scare a survivor for his power to be activated. You can see which survivor how much scared like Ghostface's stalk menu. When you completed scare survivor this effects will happen:
+Survivor will get little oblivious and blind effect.
+Survivor will hear terrible voices.
+Survivor suffer from the exposed statu for 60 seconds.
If survivor get down all effects will gone. Also 60 seconds later effects will gone.
Perks:
You will Die Slow = You will start with one obsession. When you hit your obsession you will get 1 token. Max 10 tokens. For each token, survivors 1% healing, repair, opening gates, cleansing, hook save actions will be slowed down. Max % 10.
Fear Never Stop = When someone get unhook, savior survivor will get Fear effect. Savior survivor will experience a 50% speed slowdown in all actions for 10/20/30 seconds.
Hex: Bad Joke = Two trapped Hex Totems will spawn in the Trial. When one of them destroyed totem will work. After destroyed totem will explode most repaired a generator and will reset. This effect can use 2 times in per match.

I actually wanna see because of anti-camp perk. BT + this one would be good but i know i will never see :d

Some good ideas, but some of the perks are a little too good.

Maybe other two op but you will be saved not so much actually. Because when you get saved and if you have spirint you still running with % 150. That perk would be max for 3 seconds, i forgot to write.

Survivor: Perfect partner, Soul Gaurd, Unbreakable, and Ds would ruin the game. Please think these perks out more.
Killer: The power is terrible in terms of viability. You have no map pressure and no power in chase, and each survivor needs to individually be leveled up until they get the effect. Even if they are oblivious, they can still see your red stain, meaning that they can easily evade you in chase. Overall, the big problem here is that this killer has nothing to help with chasing at all.
Killer perks: Not completely sure what Hex: Bad Joke does, does it completely reset the generator or does it damage it? As for the others, Fear Never stop doesn't really have a big effect, and it encourages tunneling because you don't get any benefit out of this perk if you go for the rescuer.
You will die slow isn't very well thought out. It encourages tunneling, and it would be extremely difficult to reach 10 stacks. Assuming you successfully hook the obsession every time they are downed, you're only going to be able to get 6 stacks at the maximum unless you change obsessions.
