im pretty sure the pallets in that first picture are ment to spawn like that (not 100% sure though).
to make up for that, they are very unsafe.
the pallets in the second picture literally mean that you have the fewest possible pallets on that map possible.
there is a minimum and a maximum amount of pallets for each map. should the game create too many pallet tiles, some will randomly be empty - should the game spawn too few pallet tiles it will start filling them up with double pallets until the minimal amount of pallets is achieved.

On midwich all pallets are force spawned, that tile has always been and will always spawn, a double pallet, but frankly neither of those pallets are very good ones
Groaning storehouse just needs a layout adjustment its 3 corner tiles, with deadzones between them, a large building and shack with 2 branches, and spawns double pallets if there aren't enough pallets in other places on the map
personally I would put main building in the opposite corner of shack and move around the tiles to fill in space in between so there is more room for pallets and stuff to spawn that isn't limited by main building

Midwich --> Really, those Pallets suck. They are super-bad, they can basically also not be there. They are also already thrown, you dont even need to break them (unless a Survivor has Lithe).
Storehouse-->This happens quite often on Storehouse. When placing all structures, the minimum number of Pallets was not reached. This means that a) you have the minimum numbers of Pallets possible and b) that you have more T/L-Walls than usually, but less Jungle Gyms or Longwalls.
So both are not a big deal.

Yeah it didnt spawn in all the pallets on storehouse cause it gave the map 4 L wall T walls and as the map is quite small thats not many pallets.

Yes. This can happen on every Map, but it seems to be really common on Storehouse since the Rework (I guess because they removed the two Pallets which always spawned in the Main Building before).

You've seen the game map, right? Well...that's the end goal.
