Would Surge + Oppression work?

Oppression only activates when a killer kicks a generator, I believe. Correct me if I'm wrong.
For this reason, Pop is the best perk to go with Oppression.

Another fun perk to run with Oppression is Dead Man's Switch. You usually have to run Nemesis along with it too, but it's pretty great to see the extra gens get locked out when you use it. I never see anyone else using this combo, but it's pretty cool when it works.

Surge is good with Ruin, as it triggers additional regression without needing to kick the gen, and even when Ruin is cleansed, you don't really need to kick gens.
Oppression would be good with Pop, Dragon's Grip and/or Overcharge.
Oppression with Surge would be overkill. Surge already triggers an immediate 8% regression, having survivors also suffer that hard skill check as well would be nuts.

Wait, Surge counts as a Damage Gen action? Correct me if I'm wring but can't Overcharge only trigger on gens you've kicked?

They don’t synergise, if that’s what you’re asking.
BUT, I do regularly use these two perks on Doc with Overcharge, and it results in effective gen slow down, without the restrictions of Pop, or suffer the restrictions of being Hexes.

No, Surge doesn't count as a Kick. So anything that requires a Kick (Oppression, Pop, Overcharge, Dragons Grip, Trail of Torment) won't be spread to nearby gens that are hit by Surge.

Wait, another question, does Dragon's Grip's effect carry onto other gens with surveillance?

Dragon's Grip works similarly to Overcharge: it only affects the gen you kicked (and it can only affect one gen at a time, unlike Overcharge).
Surveillance simply activates on any gen that is actively regressing, whether the killer kicked them or used a perk to initiate regression.
